A method to conform graphene to a target substrate, the method comprising: placing a sheet and the target substrate in a housing, wherein the sheet includes a layer of graphene formed on a transition metal substrate, and wherein the layer of graphene of the sheet couples to the target substrate within the housing; passing an etchant solution through a permeable fabric located within the housing to remove the transition metal substrate from the layer of graphene; evacuating the housing to remove air between the layer of graphene and the target substrate; applying a conformal elastomeric coating to an exterior of the housing to seal the housing; and applying a hydrostatic pressure to conform the layer of graphene to the target substrate to form a graphene-on-target substrate assembly.
