A method of making graphene oxide, consisting of: placing graphite into water containing an oxidizing agent, wherein said oxidizing agent is at a concentration at which it has an oxidation potential less than 2V to oxidize the graphite; mechanically exfoliating the graphite and simultaneously oxidizing the graphite into graphene oxide flakes, wherein the graphene oxide flakes are flat; wherein no additional cooling, processing, or purification is required to produce a resulting mixture consisting of the graphene oxide flakes and water; and precipitating and dr y ing the graphene oxide flakes,.
